Changes Related to ETS and Ventilation Proposed for ASHRAE 62.1 ATLANTA – Ventilation for smoking areas returns to center stage through a proposed addendum to ASHRAE’s Standard 62.1. Proposed addendum it will be open for public comment until Nov. 6. To read the proposed addendum and comment, visit www.ashrae.org/publicreviews. ANSI/ASHRAE Standard 62.1-2004, Ventilation for Acceptable Indoor Air Quality, specifies minimum ventilation rates and indoor air quality requirements for commercial and institutional buildings. The proposed addendum removes the existing requirement for an increase to the ventilation rates prescribed in Table 6-1 (and/or an increase in air cleaning) for smoking areas. It also strikes informative language explaining why specific rates for smoking areas cannot be prescribed, adds a reference to Section 5.18 smoking-related separation requirements, and strikes a requirement in Table 6-1, Note 2, to determine smoking-permitted area rates using means other than the table. “The proposed changes, based in part on recent position statements issued by World Health Organization and the U.S. Surgeon General, reflect the opinion of cognizant authorities that no safe level of environmental tobacco smoke exists,” Dennis Stanke, chair of the 62.1 committee, said. “Whether the proposed changes also reflect the opinions of Standard 62.1 stakeholders will be determined during the public review process. The eventual content of the standard depends on the valuable participation of all interested parties.” ASHRAE, founded in 1894, is an international organization of 55,000 persons. ASHRAE fulfills its mission of advancing heating, ventilation, air conditioning and refrigeration to serve humanity and promote a sustainable world through research, standards writing, publishing and continuing education. A Message From Our Vice President Florida Building Code 2006 Supplement Now Available October 26, 2006 The current Florida Building Code adopted in 2004 from the International Building Code went into effect October 1, 2005. Since then the Florida Building Commission and volunteers on Technical Advisory Committees (TACs) have been working to improve the code and mold it to function in our climate. The first set of supplements were released as the 2005 Supplement to the FBC, and included provisions for such measures as non-vented attic spaces. This year's 2006 Supplement to the FBC addresses the new SEER and EER rating standards for HVAC equipment, modification to allowed anchoring methods for rooftop equipment, and adoption of an alternative to secondary condensate drains. The effective date of the 2006 Supplement to the 2004 Edition of the Florida Building Code will be December 8, 2006. Building permit applications submitted on or after that date should demonstrate compliance with the 2006 Supplement to the 2004 Florida Building Code. As industry professionals, it is our responsibility to give guidance to our clients. To do this it is essential that we be aware of all current provisions of the building code, so be sure to take the time to review the changes. The second set of amendments to the 2004 FBC are now available for download at: http://www.dca.state.fl.us/fbc/thecode/1_code_modifications.htm Ben Ellis Chapter Vice President 2006/07 ASHRAE Gold Coast Chapter
