Brian Rickard was born, raised and educated in Johannesburg, South Africa. He started his career in January 1959 as a learner mechanical engineering draughtsman by a large international fan manufacturer and studied part time for an advanced mechanical engineering diploma at a Technical College in Johannesburg. In 1967 he accepted an external sales position for a company representing the manufacturers of Buffalo Fans, Baltimore Air Coil, Trane Air Conditioning Equipment, Johnson Controls and various other well know producers of air conditioning equipment. In 1969 he took up a position as the branch manager of fan manufacturer responsible for the sales of their products in the Western Cape region of South Africa and Namibia. In 1979 Brian formed Rickard Air Diffusion (Pty) Ltd. Late in 1998, Rickards decided to register a corporation in the USA. As the only person at that time, in the South African operation, able to spend an extended period in the USA, Brian Rickard undertook to establish Rickard Air Diffusion, Incorporated in the Raleigh, North Carolina and to this date he continues to be the President and CEO. A Message From Our President
You are all aware of the many benefits ASHRAE brings to us as a professional community, and most realize that ASHRAE is a grass roots organization. To keep ASHRAE strong and productive , we all need to participate. Our annual Membership night is the ideal time to bring in new members. I especially ask those senior members of our community to encourage your newer employees to become active members of the Society. Lets plant the seeds for the future. After today’s owners, presidents and senior partners move on , it will be these new members who will become your firms’ and ASHRAE’s future leaders. As an encouragement to joining this month, all new members who sign up at the meeting and pay their first year’s dues will receive dinner free. The total amount for Society and Chapter annual dues is $175 (checks made payable to ASHRAE). Of course all members will receive the annual ASHRAE 2004 HVAC Systems and Equipment Manual in hardback and on CD this year!

May June Gold Coast Chapter Resource Promotion Update We just held the Gold Coast chapter’s 12th Annual Golf event on October 17, 2003 at the Jacaranda Golf Country Club. The event as was well attended and everybody was having fun. I would like to thank all of the people who supported this year’s event. This event generates the largest portion of our chapter’s annual contribution to societies Resource Promotion campaign. This year’s event was again very successful, with (75) Flag Sponsor and (132) registered golfers, both all time highs. Thanks to all of you we help keep the research rolling!! Look to see all of you at next years event. We going to recognize last years Research Promotion contributors at the November Chapter meeting. Last years donors are listed below. Please send a company representative to accept your award and our chapter’s gratitude. A&B Pipe &
Supply Thanks for all the your support of the 12th annual golf tournament. We have a few remaining events where I hope to see you; our upcoming training seminar and 2nd Annual “The War” Fishing Epic.

For all associate members, you can qualify to be a member. Here is how you can do it. Membership
Grades All technical and scientific education shall be based on curricula approved by the Board of Directors. Approved engineering curricula shall be equivalent to that accredited by the Accreditation Board of Engineering and Technology in the United States of America or the Canadian Engineering Accredidation Board. Scientific education in fields other than engineering shall be from a college or university course of study which has been accredited by an organization charged with monitoring standards of performance. One and one-half years of credit for each year of completed education for graduates of approved technical curricula. One year of credit for each year of education for non-graduates who have completed at least two years of approved technical curricula. One year of credit for each year of completed education for graduates of colleges or universities which do not have accredidation. Those holding associates degrees from technical institutions shall also be credited for one year for each year of education. One year for each year of the qualifying work experience in the performance of duties in work related to ASHRAE fields of interest, as verified by the applicant's reference, and shall have included research, teaching, design, contracting, engineering sales or engineering management. Three years of credit for professional registration or license issued bya a legally authorized body in engineering or related fields, the requirements of which as to education, examination, and active practice are satisfactory to the Board of Directors. Over the past two years there has been a lot of talk and inquiries about the smoke control system implemented by the Florida Building Code. It is the opinion of this designer that the current Florida Building Code does not address properly the issue of Smoke control, it is vague and leaves it open for interpretation by local Authorities. Broward County issued a Smoke Control Amendment to the FBC that was supposedly more stringent; this amendment was still incomplete and fails to address some of the important issues in smoke control. This designer, who has followed and researched Smoke Control issues for the past ten years, believes that their shall be an amendment to the Florida building code that addresses the smoke control issue in a more descriptive and extensive matter. Some localities, as Broward County did, have incorporated in their Building Codes some requirements for Smoke Control. The various Codes address Smoke Control and Smoke Management in different ways. All codes have the same objective, which is to save lives, reduce property loss and control the spread of the fire and/or smoke to other parts of the building. Governing codes shall not generalize smoke control as one system alone. Smoke control shall be approach differently according to occupancy and type of building. Smoke Control for Malls and large areas, Residential high risers and Office high riser building shall all have different requirements. As per NFPA 92A “Design criteria contained in the governing codes or the standards referenced by them should be used. However, they shall be scrutinized to determine whether or not they will result in an effective system. If necessary, the designer should seek equivalencies or modifications to the local codes. This would include an understanding with the authority having jurisdiction of the expected performance of the system and the acceptance test procedures.” Smoke is recognized as a major killer in fire situations and it often migrates to building locations remote from the fire space, threatening life and damaging property. Stairwells and Elevator shafts, when unprotected, frequently become smoke logged, thereby blocking evacuation and inhibiting rescue and fire fighting. Smoke control shall be design as an effective system that will function and respond effectively during a real fire. It shall not be design for simple purpose of functioning during a test by the local authorities and fire department. An effective system shall be design based on engineering calculations with different approaches from building to building. Smoke control systems shall be design to provide a safe escape route and a safe refuge area. A smoke control system can meet its objectives even if a small amount of smoke infiltrates protected areas. During the design of a new building, the leakage path throughout is only estimated. Therefore the smoke control calculations can be an approximate representation of the pressures and airflows that will occur during a smoke control test or during a real condition. Designers shall take in consideration the pressure fluctuations that often occur during a fire when doors are open and close and when windows are open, close or broken. To compensate for such fluctuations resiliency shall be incorporated into the design. After the building is completed it will be imperative that a professional Test and Balance company balances the entire smoke control system as it was intended by the professional designer. The objective of a
Smoke Control system is not limited to saving lives but also to reduce
property loss. In large areas like Malls a smoke management system shall
be implemented. Such system shall not be passive and shall be mechanically
ventilated and exhausted. This designer recommends that smoke control
system be design using NFPA 92A and 92B as a design guide in addition
ASHRAE publication “Design of Smoke Management System” is
also recommended as a guide for smoke control. All designers shall continue
to use their ingenuity to develop flexible and reliable smoke control
systems based on engineering practices. Sincerely, John
